The first men to push for north american colonization were the west country men, They were powerful men and used fear of anarchy, because of mass poverty, to get to north america with the permission of the monarchy. Because of the lack of funds post war, the english monarchy sent merchants to north america to pave the way for colonization, using the conquest of ireland as a model.
