In november of 1880, another failed attempt to kill alexander: alexander responded by program with an aim to provide some liberal reforms and to come down on radical activity. Came part of the security apparatus of the ministry of the interior: alexander has given thought to the idea of a consultative assembly. The count saw that there were law abiding people that wanted to participate in government. The people"s will assassinated alexander ii on march 1, 1881. Liberals tried to push through a version of the constitution, saying alexander ii was in favour for this but alexander ii listened to his advisors. A manifesto beforehand said that the tsar should be a good shepherd, but alexander was a wolf who let his people starve. Andrei zheliabov (1851-1881: wanted a trial by jury because he believed that he would be acquitted, i consider religion without deeds to be of no value.
