Managing some aspects of prescription care and public health. 1947 saskatchewan first province to establish public, universal hospital insurance tommy douglas. 1957 federal government passed legislation to allow the fed to share in the cost of provincial hospital insurance plans. By 1961 all 10 provinces and two territories had public insurance plans that provided comprehensive coverage for in-hospital care. 1962 saskatchewan provided insurance for physicians" services outside hospitals. 1966 federal government enacted medical care legislation. By 1972 all provincial/territorial plans had been extended to include doctors" services.
