There were no methods for fns could respond/give feedback to the bill, nor how the money would be allocated. Education reform is a dynamic and constant process in fns education systems. There"s little funding, power is in the hands of ottawa, fns is the fastest growing pop. Should take place after the bill has been passed, during the implementation process.
