Unions: tough climate: enormous division within the labour movement, 1919 hangover, safe and sane unionism. Implied they are respectable and not radicals: propaganda. 1st red scare: scared communism was going to overthrow, welfare capitalism. Designed to award workers for being loyal. Locked you into the company: but however are a real benefit, company unions & work council. Made workers feel like they had something. Atleast there was some kind of organization where you could raise certain issues: limits of prosperity. Percentage of population earning less than 1000 dollars: men 60, women 82%
