Workers starting to cohere to something bigger, a movement. Ex. the printers in hamilton, toronto, london and ottawa all join the same union. Importance: if you want to control the trade, you need to do so in different places. Minimal growth until the early 18th century. The decision to join larger unions based in the united states. The us economies are more advanced, as our their labour movements (more experi- enced staff and leaders), more money, many employers are american. Local trades form together into one district labour council. The hamilton trades council was the first in canada. Lobbying local governments, organize support: boycotting an employer, work together on specific causes. Addresses one of the core issues for labour: hours of work. The work day should be 9 hours a day (6 days a week) Wanted to get a government regulation that covered everyone. Industrialization = large amounts of workers (employers do not need to be controlled by working constantly)
