There are two ways to view this model: disability model: you are disabled>fix the problem, neurodiversity model: you are unique>observe, learn, optimize. Naming blaiming and claiming leads to different ways of conceiving the policy problem and the ranges of dealing with it. The blame is towards the government for spending money wisely and the claim is to reduce taxes. Often, some sort of state policy is the target of a mobilization e. g. 9 hour day, birth control pill centres, autism rights. Political opportunity structure: consistent dimensions of the political environment that provide incentives for people to undertake collective action by affecting their expectations for success or failure.
