Both theories are based on thought actors are rational and strategic. Incentives and disincentives to use of force: does no mean they are sensible or predictable, doesn"t say they act randomly. Strategic meaning goal oriented, reflective, capable of evaluating options, also means they are consistent will act same way every time in same situation. Rational actors have preferences, also assumed they look at all options, weigh them out, then decide which one is preferable: they would always would make same choice in same situation. They also make decisions based on what other states ae likely to do. Assumed war is not the preference, not an efficient way to resolve conflicts as it uses up resources.
