Had property qualifications until 1920, women couldn"t vote in federal elections till 1918, quebec and its provincial election until 1940 first nations couldn"t vote till 1960. Came about forcin king john to sign the magna carta. Ended up with the franchise being given to people who were identified as slaves. Democracy is not the natural steady state of affairs. Doesn"t mean that we"ll see democracy in the future. People are decreasingly taking advantage of the opportunity they have to vote. Most common way to reconcile is having a judiciary in place. Charter of rights - section 33; notwithstanding clause.
