America has never fought a war against a democracy, our closest friends are governments that protect the rights of our citizens . Implicit notion here = demoractic states do not go to war with democractic states. Empirical pattern (correlation): democracies do not go to war against other democracies. States may share a lot more than just democracy. Explains why democratic states are at peace, and also why democratic states will go to war with non-democratic states. Democratic peace theorists believe that democracy is the reason. Rosato article - looked at whether democratic peace theorists arguments are reasonable. Democracies think of the world in the same way, they share values.
