Security beyond the abstract of the state; the security of real human beings, state sovereignty increasing security or not. The notion that what we need is an international agent. >the best way of setting our conversation about flaws and solutions is to have a case study where the international system clearly fails. The best case study we can look at is rwanda. Over the course of 100 days april-june 1994. Before the massacre broke out, un had peacekeepers on the ground in rwanda, situated on scene while developments fell apart. So, the un was there before it happened, and yet they allowed it to take place. Why was this allowed to happen and what does it tell us about the nature of security at an international level. We will watch a documentary that is made up of footage from peacekeepers who were there before the exact acceleration of violence: >october 1993, 2500 peacekeepers are on the ground.
