Nation is the identity relationship collectively identify with each other. *state and nation is not the same thing. *nation and government is not the same thing: sovereignty. It is an institution with its own history. As an institution, sovereignty has both internal and external aspects. In theory, sovereignty implies that there is a clear hierarchy of rule within the state.
