We should only incarcerate ppl, when they continue and repeatedly show that they are in fact a danger to society. Compensation that must be given to the victim. Harm done to society (buildings, mass amount of people) Utilitarian: future conduct of individual and community (conservatives) Amoral consideration, to make sure that society function in the most efficient way.
