When going through the system, the targeting on speci c individuals is involved in certain stages of the chronology. For example when it comes to determining whether or not a criminal activity has occurred, the justice system tends to not target individuals or possible suspects. However when it comes to punishments/trials/sentencing, the courts do tend to target certain individuals. Looking at what the state is trying to accomplish using criminal law or from a criminal law perspective. One reason is for the prevention of crime; different from deterrence. For example if police of cers are used as security (example g20), they are there to arrest people if things do get out of hand (they want to protect the society) The state can also stand up and say this is conduct we do not accept in our society because it can be dangerous or immoral/etc.
