They"re forefunction is to threaten the use of force on an instantaneous basis. Defined by type of work - traditional vs high risk. Swat team is an ex of a paramilitary police team. Focus on security as opposed to crime. Qualifications & duties - scope of discretion. A murder opposed to a petty theft at the local dollar store. Does the offender have a history of charges. Is it the first time the individual has been charged in this manner. Does the crown have a chance of succeeding in this charge. If they know they will win then they will take it to trial. They will take this into consideration and will try to avoid the time for the trial.
