Individual becomes a full constable after 18 months: policy does not say anything about individuals who do not fulfill their probationary fulfillment, haldimand argued because he was not a full constable that. In singh the court went onto say that these individuals are in-danger (their safety, and lives) if they go back to their homes, which raises questions under the charter of rights in freedoms (sec 7)
