Inhibitory post-synaptic potential (ipsp) allows chloride channels to open, allowing chloride to enter the cell, which causes the cell to become hyperpolarized: a balance between excitation and inhibition controls neural communication. Neural development: the developing brain is an incredibly intricate process, the brain starts out as a neural plate, folding into a tube; neurogenesis, begins as early as 18 days after conception. The edges of the thick plate curl upwards and fuse together by day 21, forming the neural tube, which is completely closed by day 28.
