A monk dies, take his body and leave it at the side of the road, don"t give him proper last rites (i. e. cremation) Townspeople see this and they say this is what happens when you become a buddhist. The monk"s are criticized for handling a dead body and not bathing after (not trying to maintain a state of ritual purity) Rules in vinaya occur when something goes wrong because of what the community sees as wrong. Now buddha determines the rules of how to handle the dead body. Not motivated by some sort of buddhist doctrine. 161 buddhism has often been presented of the world outside the monastry. Concern for how you look to the outside world and how you are perceived was structured. Align monastic attitudes/practice/costumes with the attitudes/concerns of larger society.
