Elizabethan poor laws 1601 (reformed 1832) recognized poverty existed. Housing had to be in lesser living conditions than those who did work the lowest paying jobs. Cheap labour, long hours, poor pay, no protection. *how wealthy people perceive themselves in respect to poor people. Beliefs of what is right and what is wrong (behaviour) virtuous conduct. Problems people faced were results of their individual failures. Justified restricting or discriminating against work lack of intelligence lack of morality. Threat to the larger population justifies being monitored and controlled by society. Some seeking relief from church you have fell from grace.
