Concilium plebis: only plebians attended, the voting unit was tribe, summoned and presided by a plebian magistrate for a time only made decissions that effected the plebs. Decrees changed that and they had force of law: met in forum, elected plebian magistrates and tribunes of plebs. Quintus fabius maximus, 2nd punic war asked the concillium to reconsider vote.
