Only after julius caesar imperium romanum began to mean roman empire. Roman citizens assembled and voted both for elections and for passing laws. Only magistrates with imperium had right to deal with people. When talking with people the fasics had to be put down. In rome three assemblies: comitia centurata, comitia tributa, concilium plebis. Until 113 bce votes cast aloud after that date votes cast as a secret ballot. Once majority reached no more votes cast: summoned by magistrate with imperium, elected consuls, preators and censors, voted on declorations met out of the pomerium. Concilium plebis: only plebians attended, the voting unit was tribe, summoned and presided by a plebian magistrate for a time only made decissions that effected the plebs. Decrees changed that and they had force of law: met in forum, elected plebian magistrates and tribunes of plebs. Quintus fabius maximus, 2nd punic war asked the concillium to reconsider vote.
