Clst 102 oct 28th lecture 18. In the assembly the athenian people exercised their right to take decisions on all matters of general interest. The agenda was prepared by the boule, but only the ekklesia had decisional power. After 403 bce laws were passed by the nomothetai (lawmakers) A quorum of 6000 was required for votes on especially important matters. In the 4th century there were four meeting in each of the 10 months, plus emergency meetings as needed. The first meeting was for matters of great importance, such as defense, grain supply, and continuation of officials in office. All athenians were expected to participate, so a rope dyed red was used to herd people from the agora to the pnyx. To encourage the poor to participate, a small daily salary was introduced around 400 to compensate for the loss of a day of work. The meeting began after a sacrifice and a curse on traitors.
