Big projects: how is this defined: looks at multiple factors such as, size. Investment: economic and human capital, human involvement, type of development, controversy. Big projects create focal points: focal points increase 3 factors, exposure awareness of sites, access people knowledge. Cons: attracts scrutiny through, social implications, environmental implications, monitoring effects. Ontario ea: aims to provide protection, conservation, and wise management of the environment, achieved through accountability/ transparency for decision-making before the project is implemented, environment accountability = public involvement and appeal. Application of ea in two sectors: private and public (ontario) Public: ministries, agencies, municipalities, conservation authorities, public utilities. Designation requests: submission to minister about a project that is not subject o an ea, requires approval of the cabinet, mostly for private sector projects, most turned down. Id framework in development: approved by minister, benchmark in ea review, public review for terms of reference, prepare ea documents, submit ea documents for review and public comment/ decision by minister.
