Roman emperor had been divided through east and west of administrative purposes, empire faced certain difficulties related to its size, taxes were high and difficult to collect, the army itself had a large political role. All of this is potentially destabilizing but as we saw it was doing fine with many of these issues. Traditional view is that rome was overwhelmed by ways of barbarians who were usually seen as barbarous hoards, mobs or refugees and were overwhelmed by these waves of people.
