Louis 18th wanted to restore as much of the old regime as possible. Louis granted a representative constitution, acknowledging the popular desire for more democratic politics. Louis was faced by unstable political and social forces. Old nobility had returned to france (formerly fled or went into exile) and were in favor of the old monarchy, they referred to themselves as legitimists (this is comparable to the alt-right in the us today). Bonapartists: napoleon supporters that were still around, but wouldn"t make themselves prominent. Liberals: moderates that were heirs of the liberal moderate enlightenment that believed in reason and progress and constitutional monarchy. They did not believe in democracy because they were fearful of the power of the jacobins and bonapartists. 1820s/30s: there were more people who were impoverished. The industrial revolution of england resulted in more poverty (people lost land and were working in poor conditions).
