Most cases, with a few exceptions, civil wars are winding down. Therefore, think that with democracy, you would have significant shifts in policy. At least in the beginning, however, in 1990s, not a radical change in policy. Not a return to state-led development of policies that had preceded military rule in latin america. Return to populism that characterized 1940s and 1950s. Many cases, civilian regimes, took free market neo-liberal policies. Carried them out more aggressively than military regimes had. Military governments were pioneers in implementing free-market, belt- tightening policies. Civilian regimes didn"t make people compromise living standards for budget. Chicago boys perceived successes and predecessor"s failures pulled in certain direction. Favour of freer markets, less government spending, etc. Countries realized it was vulnerable to things like capital flight. Capital flight is when rich people invest money outside home country. Governments began to feel that they needed to be seen as serious.
