Ww2, building tent on hitler: collective security: know culprit, have to be sure of it, then act immediately. How does it make sense: creates antidote to war by states, snuff out the enemy. The four necessary conditions: diffusion of power system cannot be dominated by one country, need more than one. If one power broke, it would violate integrity of territorial sovereignty. Intra-state violence, designed to put a lid: amount of disarmed states cannot have too much arms or else it would be dangerous. Impose sanctions and military: large degree of economic sanctions better than bombings. Bring countries to their senses, but countries have to be economically vulnerable: universality of membership everyone had to be in the club. Us, wilson champion of league but did not join. Canada not necessarily collective security disillusionment.
