A form of regime associated with rule by the people with rights and liberties as citizens
More like rule of the majority, dictatorship of what those people want over minority
2 Key Features
1. Political rights
- Suffrage: legal ability to vote/participate in elections (originally on male
land owners/educated people could vote then extended to women and working class)
- Transparency, verify and monitor how the government is using power/allocating
resources
- Hold the government accountable
2. Civil liberties (freedom of speech, information)
- Freedom of speech ex. transgender asking to be called they, can do so by lobbying in
civil society
- others have the right to voice their opinions saying they are wrong
2 Definitions
Procedural Definitions of Democracy
- Minimum definition of democracy
o Multiparty system, need more than one party, frequent elections, parliament
- Basic rules, standards or procedures required, rights might not be enforced
- Ex. Russia semi democracy have elections but we know the outcome that Putin will win
before results are released, no transparency
Substantive Definitions of Democracy
- Based on achieving end goals, depth & quality
- Transfers power peacefully to the winning party
- Free fair elections, freedom of speech/assembly
- Ex. more equity, more participation
