Somehting causes 100,000 deaths that"s more of a social problem then something that causes 100 deaths the ones that"s higher objectivily causes a bigger social problem. Where ppl define something as a social problem. Objectively it might have very little harm of causes little damage but ppl define it as a social problem . Constructing a social problem we are defining it defininf it as a problem. When we see rise of this problem we call it a moral panic. Critieria for moral panic: concern rise in concern, public opionion is the general public concerned with the problem, are they demanding responses to the problem, media attention. Media attention on the problem: proposed legislation to address the problem.
