Children seen as children primarily focuses on provision and protection, and uses a legal lens vulnerable, incomplete, incapable, not yet human. Beings in the present moment but always developing, even into adulthood. Individual responsibility: if you are poor it is your fault, inequality legitimated by divine right or natural law.
