The rise of the private police apparatus: historical overview (spitzer and scull, neo-liberalisation of the state, the watcher and the watched: blurring boundaries. Modern states the modern liberal state and the development of the police apparatus (and other state institutions: change policing from sovereign: arbitrary and, communal policing, to state centered policing, and the emergence of the state police apparatu. Western liberalisms: liberalism: philosophy how to govern populations, took up ideals from revolutions: equality, liberty, representative government (electoral democracy, state apparatus acting on behalf of the people for the greater public good. 18th and 19th century policing the emergence of the constable and watchman: public, peacekeepers and law enforcers, private, constables worked for, shop owners and, private businesse. But a worker who observes the workers: the industrialization and expansion of capitalism developed from the private security apparatus which became more and more established.
