Different ways of measurement has embedded within them assumptions of what should count. Ucr aggregates records from individual cases when you convert into statistics some conceptions have to be taken. If you want to count suspects are you going to charge everyone from the police. Are you going to count police who let go of the suspects. Official statistics tend to work with a narrow legal definition of crime. Beyond the courts and protections, the community plays a role in deterring crime. One of the problems is how do we increase community involvement when responding to crime and disorder. Communities are failing to take responsibility for the crime in their community. Knowledge gap: failure to acquire knowledge to think about how communities in the public can assume responsibility for safety so there is an attempted increase in community involvement. There are competing ways that police, courts and corrections interact.
