The healthy development of children and their evolution as participating citizens are essential to sustain civil society and children are therefore demanding of enhanced protecting. Article 3: best interest of the child. Article 6: the right to life, survival and development. Article 12: the right to be heard. It is a concept that is a system of rule; majority rules. Retention of basic rights by minorities and the protection of minorities are fundamental. Two principles: 1) collectively binding decisions (popular control) Features openness, accountability and distribution of power as essential features. A government that is open and accountable.
