Spry and plaunt finally get their dream. Radio meant to cater to all forms of canadians. Great debate surrounding who should lead: murray or brophy. Eventual decision landed on murray due to fear of american domination. Cbc is a broadcaster and a regulator. Cbc lacks money, ups radio licensing costs. Lots of canadians already have tvs to watch american shows. Method of funding is unlike that of radio. Endorses cbc as both broadcaster and regulator. Funding for cbc-tv should be government funds and ad revenue. Then, not mandatory, could broadcast from affiliates. 1973: created a satellite for northern canada. Government frustrated at cbc not making a profit. It was not supposed to be a profit centre by design. 1968: french programs pay particular attention to the quebec separatist movement. Cbc mandate changed to contribute to national unity . Outcry over government involvement in this delicate issue. Cbc funding cut every year from 85-"98.
