The harris government was elected in ontario in 1995 and re-elected in 1999. Harris resigned as premier of the province in october 2001. Neoliberalism started roughly with the governments of ronald reagan in the us and margaret thatcher in the uk. Neoliberalism does not believe the government should step in and help people who are unemployed. When it all began: ronald reagan (1981-1989, margaret thatcher (1979-1990) Neoliberalism as a set of technologies of power in capitalist societies: emphasis on performance, efficiency and marketability of knowledge, emphasis on privatization and away from public processes, redefinition of citizens as clients. Harris decided to cut these jobs: underfunding of education, monitoring/harassment of civil society organizations. Urban neoliberalism was implemented by the province with the complicity of sectors of society and local political actors: mel lastman was elected mayor of toronto in 1997 and re-elected in 2000. Lastman represents the local equivalent of the populism and neoliberalism embodied by harris at the provincial level.
