Transport planning: the preparation & implementation of actions designed to address speciic problems. o o o o o. Thus, transport policy can be concomitantly a public & private endeavor. Governments are often the most involved in the policy process. They either own or manage many components of the transport system. Governments also often perceive that it is their role to manage transport systems due to the important public service they provide in addition to imposing a regulatory framework. Common rule: the public sector usually provides transport infrastructure & the regulatory framework, while the private sector assumes the operations of many modes.
