(public opinion) people in general is an enormous shaper of intelligence agencies. Fiction leads to facts, a factional realization of the world leads to a factual response. Public newspapers talked about how ,any spies and ships are being built, such was all lies, however people had overreacted to these claims. 11 dreadnought ships have been built, germans built around 8,however the public thought they built much more and the public was in charge and they have power to elect ppl to office. William le queck- spies of the kaiser (1908) He was one for a british author , he wrote this book on a factional account, it was written cheaply so that it can be mass produced and reach a mass consumption . He claimed 5000 germans spies are in england. Their is a lot of germans in the uk and they are prone to discrimination. This hysteria over germans has become very pronounced.
