This problem causes intelligence agencies to create lists to strike off things that you don"t want to know things about or write in what was missed on the list. Rather than policy coming down to the intelligence agency, there seems to be this tendency for policy to come up to the intelligence agency. Stovepiping: everything comes in one end and out the other, there"s no intervening. Information comes from one end and straight to the other. People in between might need it such as analysts. Wmd claim (2003): one iraqi colonel made all these claims which was exactly what the white house wanted to hear but it turns out he was lying. The world we live in today was created because of this one lie. The policy was already in place for invasion to take place the white house just needed the right information .
