The locals are trying to decrease tourism but they also make a lot of their profits and exposure from them (for example, the local bands drawing in crowds) Impose a strict hotel tax, limit flights, make beaches more exclusive (ie: annual subscription, or weekly passes) Provide more education on resorts; the resort can allow nature-guided (mandatory) tours for visitors staying at their resorts. Source locally produced foods, supplies and labour to create jobs and expose local foods. Impose more consequences for the constructors that ignore construction laws.
