Constitution= set of rules that apply to all levels of gov in country. Prohibits employers from discrimination due to personal characteristics: physical or mental disability, race, ethnicity, religion, sex, etc . Applies to all federal gov offices and private companies: banks, telephone companies, airlines, radio & tv stations.
