If an issue arises out of the collective agreement, then they have to go through the grievance process. Chapter 45: discipline and dismissal: every issue of discipline has a 2-step process, employer has to show that they had probable grounds to discipline the employee, have to satisfy the arbitrator that the discipline was not too great.
