Before the internet, copyright was not really extensively studied. International conventions make it difficult to copyright, copyright in one country can be enforced in another. But something that is original and distinctive will be. Coloured labels for a filing systems= yes this would be copyright protected. The copyright would not be extended to the filing systems.
