There was a need to reform the city, and to think of it in global terms. Approaching the turn of the century, 1890, there was a negative view of the city as dirty, dangerous, ugly and sinful. One way to address these range of problems was to make the city beautiful to reform groups improving the city meant a variety of things: aesthetics, efficiency and functionality, economy.
