Trca is going to be aware of optics of any decision they may want to give they want to keep their funding and will make decisions based on this. Think much more broadly about environmental issues not just flood plain activities. Principles: people are part of nature, natural systems provide irreplaceable benefits, (cid:862)s(cid:455)ste(cid:373)s thi(cid:374)ki(cid:374)g(cid:863) is (cid:271)est, resident deserve input. Rdc is principal free in theory it is objective. Many things you want to accomplish (cid:272)a(cid:374)(cid:859)t (cid:373)easure the(cid:373) all put (cid:449)e (cid:272)a(cid:374) (cid:373)easure a few. Achieve some sort of validity by saying where they are coming from. If the entire plan rests on principals of actionable items entire validity ends up resting on these items. Principals allow a lot of leeway in terms of operation.
