The ontario heritage act is about cultural heritage; it is about buildings but it is also more broader than that, like cultural landscapes and properties as whole. There are two parts to the act to address: part 4: deals with the designation of individual properties. A listed" property is essentially the lesser extent of the two, it means that the property probably has some cultural significance to it but a by-law has not been passed yet to fully designate it. It is just sitting there for everyone to know that the municipality has their eye on it: listed properties are covered by s. 27 of the heritage act. This section says that the municipality can have a heritage registry and can list properties on it.
