Huge amount of implementation research after pressman & wildavsky"s 1973 study of. Oakland: curious lack of interest from planners. Result: new plan syndrome and policy/outcome gaps : avoid new plan syndrome that politicians always discuss but then forget about (constantly announcing plans but not getting anything done)
