Global peace and security governance is a sub-system of what different actors, both state and non-state, do to promote global peace and security on around the world. Global threats to states, international order and individual humans are military and non- military, and this requires collective action among various actors. The overall trend of this system shows an unprecedented growth of global solidarity to promote global peace and security, as if a unified actor capable of taking collective action governed by international law and norms has emerged. Collective efforts by states and international organizations, including private ones, to ensure security not only to states but also to individual human beings to the extent that the latter"s security needs outweigh those of the former. International organizations in particular have played a growing role and thus formed a central place in global peace and security governance.
