Questions of who gets responsibility for bulks of land (taxes), kings wanted to control taxes because it funds them and their armies. Landed aristocracy wanted to control and own much of the land that they produce and labour. There was a fragmentation of political power, economic power in small aristocracies. Individual aristocrats sitting on their land can begin to impose whatever they wanted on their subjective aristocracies. Important part- property now becomes basis of political rule because landing aristocracies are now free to do whatever they please and make their own rules on their lands. If it was case that landlord prior to this was taking only half of what peasant produced, they can now take 3/4th of peasant"s produce. When people fall into increasing debt it produces social stress and conflict- this began to happen and there was a push for reform. Set of reforms were introduced by one of the officials appointed by the aristocracy.
