The deputy minister provides the minister through the minister, the premier and the cabinet with the policy advice. Ministers and their cabinet colleagues define policy goals; deputy ministers together with public servants under his/her direction provide advice on how to achieve policy goals. Policy options: different strategies together with an assessment of their cost and effectiveness, impact on the policy community/stake-holders. Design and implementation of programs and services. Accountability: monitoring of expenditures and evaluation of results of program and service delivery. Expenditures must be within ministry budget; programs and services must achieve stated goals.
