1800s: spoils system = most govt posts filled by patronage appointments made by ruling party. Progressive era reformers campaigned for end to this. 1908: civil service amendment act introduces merit principle for ottawa appointments. 1918: civil service act extends merit principle to all federal positions & creates the civil. Service commission (now public service commission of canada) to oversee hiring. Bureaucrats should be able to serve a govt of any political stripe. Public servants were forbidden to participate in politics beyond voting. 1967: public service employment act permits public servants to take leaves to run for office, attend political meetings & donate to political parties. Neil fraser an outspoken critic of metric system & charter. He argued that this criticisms were not related to his job. Scoc agrees with him in principle but holds that he crossed the line, undermining respect for the govt, not just some of its policies.
