Laws are a creation and part of the political system. Values refers to things of value ex: wealth, health, status or recognition. Distribution of wealth is result of political decisions -> gap of wealth is result of political decisions, gap is not an accident ex: tax breaks that benefit higher incomes. Laws passed through authoritative process fairly through the system. Health wealthy have better health ex: better food, high end health care, connections)
